Participants

Delegates: Of a possible 172 invited from dioceses, a total of 107 diocesan delegates participated (62%). Of the 107 delegates, 65 were men (61%) and 42 were women (39%); 58 were clergy (54%) and 49 were not ordained (46%); 8 delegates were aboriginal and 2 were francophone.

To reduce travel expenses, the Alberta dioceses were invited to the consultation held in B.C.

Of the 30 dioceses, only 3 did not send delegates; 13 diocesan delegations included a bishop, commissary or diocesan staff person.

Local Partners: Four ecumenical partners participated, two from the Evangelical Lutheran Church in Canada and two from the United Church of Canada. One ACIP partner, one theological faculty partner and one keynote speaker who is a consultant with "Nurturing the Soul in the Workplace" attended. The directors of the facilities which hosted the consultations also participated.

Faith, Worship and Ministry: Stephen Andrews (Saskatchewan) attended all four consultations as recorder. Dan Ash (Edmonton), Mark Loyal (Calgary) and Kay Schmitt (New Westminster) each attended two. Ann Cruickshank (Montreal), David Gould (Algoma), and Bishop Fred Hiltz (Nova Scotia & Prince Edward Island) each attended one.

National Staff: Barbara Liotscos, Consultant for Ministry and Worship, attended all four. Maylanne Maybee, Mission and Justice Education Coordinator, and Donna Bomberry, Indigenous Ministries Coordinator each attended one consultation.

Hoped for Outcomes of the Consultations

That the consultations provide an opportunity for participants to speak and share their hopefulness about possibilities for our common worship life.
That they provide an opportunity for Faith, Worship and Ministry Committee members to be attentive to the conversation and gather information to share in preparation for General Synod 2001.
That they encourage and enable participants to continue the conversation in their dioceses and parishes.

Present descriptive statement

Sorrento: "We are a people (gathered here) who value and are committed to worship of God / liturgy that is a transforming encounter with God, and is vitally linked with (embodies) tradition and local Canadian cultures, in our ministry in the world."

Comments made included:

Beausejour: ‘We are a people gathered here who value liturgy that respects our diversity and (is within) a common tradition; that is a relevant part of our daily life; and enables us to be in the presence of (encounter the living) God with trust.’

Comments made included:

Thorneloe: We are a people who value and are prepared to work towards liturgy that engages seekers and the disenfranchised, the local culture, as well as the current congregation, WHILE being grounded in the faith and tradition of the wider Church. We value worship that is: lively, evocative, beautiful, passionate, engaging and formative.

Members of the group expressed some frustration that this statement was inadequate:

Renforth:We are a people gathered here who value and are committed to working for worship that more fully mediates God’s love and presence to all peoples, that is more flexible and relevant to contemporary and cultural diversity; and operates from an authentic core/centre of liturgical unity that is based on the Gospel/Scripture and the historic faith.

How might such a people move forward in setting direction for Canadian Anglican worship after 2001?

Group discussion topics (with more than 10 participants)

"What can an authentic core of liturgical unity be in 2001?" – 30 - Renforth

Assumptions: scriptural and sacramental Church [Scriptures need to be clearly read and explained in the liturgy;

worship needs to be consistent with scripture; three-legged stool (Hooker) – scripture, tradition, reason; there is a balance of word and sacrament; the word explains the sacrament; the sacrament reveals the word]; dignity /decorum/ "decency and good order"; Lambeth Quadrilateral; inclusiveness/oecumenicalism; Proper form/matter/minister/ intent; lectionary principle; symbolic nature; integrity of worship/development form one stage to another.

Shape: Gather/Word/Prayer/Table/Mission;

Gather/Word/Prayer/Mission;

Where does the Penitential rite fit?;

Tension between order and flexibility [consistency – something to count on no matter what worship; core statements; core intentions; creeds, Lord’s prayer, words of institution, Sanctus; we retain elements of liturgy that go to the roots of our tradition; Pattern: flexible but discernible]

Action is part of shape

Text: Common texts (ICEL); Common lectionary (RCL); decency of language; poetry and beauty; use of vernacular is a core value [various constituencies within the church require different liturgical texts; does dignity reside in the words or in us?; language should be correct but accessible – avoid elitism; sometimes grammatically archaic forms are still accessible (e.g. "Be not afraid"); if we choose to preach in the vernacular, how can we proceed with liturgy not in the vernacular?]; common prayer through common text in the assembly

Biblical formation: make scripture accessible; scripture informs liturgy, which informs life (use of scripture in liturgy is part of our Biblical formation for the life of faith); encounter God through scripture and sacrament

Potential Changes to the BAS –18 – Beausejour

Future Action/ Next Steps/ Recommendations:

make the BAS (and similar resources) available on CD-ROM
split the BAS into two sets of resources; one that includes the liturgy can sit in the pew, one that contains everything else can be made available for those who have need or interest.
come up with a clear definition of a skeleton/framework of the liturgy to work with

Resources Required:

resources for healing services
someone to put the BAS on CD-ROM
computers and computer training for those who might be using the previously mentioned resource
a limited form of the BAS for the pews; one pared down to what is needed for the congregation to follow the liturgy
translations of everything for the various languages of the various Canadian congregations

Liturgical Documents –18 - Thorneloe

Future Action/Next Steps/ Recommendations:

- that the BAS ‘permission’ be renewed for at least another triennium
- that no change in status for the BCP be currently contemplated.
- that a recommendation go forward that the church develop a ‘library’ of approved and authorised liturgies, including the best of both BCP and BAS, suitably updated and modified, for publication, either in print or electronically, or both, as soon as is practicably possible - we realise at least three to five years)
- that no ‘new book’ (i.e. - combined BCP-BAS; new BCP; revised BAS) be pursued right now; that energies and resources go into the bullet above about a library.

'One Book, Two Books, Three Books, More?' -16 – Sorrento

1. We should not move to one book; the BCP should not be merged with the BAS.

2. We are interested less in a revision of the BAS and more in the provision of new resources. These should be available on CD ROMs, and in binders, and other formats

3. We need careful, clear, and cautious guidelines for the structures of eucharists to be created in communities and authorized by the Ordinary.

4. We might invest less in texts, and more in how we do the eucharists (i.e. liturgical workshops, education, etc.)

Lectionary & Calendar – Using the Bible in Worship in an age of Biblical Illiteracy –16 - Renforth

Future Action/Next Steps/Recommendations

Resources Required:

Multi-media resources for biblical catechesis - video, CD Rom, Web sites....

Meaning of Common Worship Life - 15 - Renforth

Future Action/Next Steps/Recommendations:

  1. We need a core statement of doctrine grounded in scripture and the catholic faith.
  2. We need to recognise the various cultures which make up our congregations.
  3. We need to adapt technology to our structures and procedures.
  4. A central data-base is needed, a liturgical resource authorised by the national church and shared by each diocesan office, to be downloaded according to need.

Resources Required:

  1. Faith in the power of the Holy Spirit.
  2. Faith in the clergy to exercise good judgement.

Eucharist in Isolated Communities: How? Reserved Sacrament, Lay Presidency, Other?? – 14 – Beausejour

Future Action/ Next Steps/ Recommendations:

Exploration of pros and cons of Lay Presidency
Exploration of nature of ordination.
Exploration of nature of Eucharist as sacrament.

How are demographic trends affecting attitudes to worship?14 – Beausejour

Future Action/ Next Steps / Recommendations:

New steps in worship should be taken in cooperation with other denominations
Facilitate communications between members of the new generations in the church
Promote intergenerational experience eg godparenting
Frame liturgy so that it does not require that everyone do the same thing at the same time.

Resources Required:

Money and technical support for communication
Research time and personnel to discover "who are these new generations"

'Roots & Wings': - 14 – Sorrento

Discussion: desires and pressures in relation to tradition/changes. Roots: in ritual, story, place - things that are memory/identity; things that grow must change ; foundations must be built on; roots are stepping stones; important to know our story(ies). *Eucharist a central root. Things that root - music, language, study. Roots need to be pruned. Daily offices part of 'circle'. How do we welcome strangers? More involvement of laity in planning. Language groups - each with translation of rites. Trial/experimentation should be facilitated through electronic/digital means. Greater permission giving for parishes to do experimentation. Bring disparate elements together to dialogue/tell stories as experimentation happens - testing out with each other.

'Education for Liturgy' – 14 – Sorrento

Whatever the future brings; a new book(s), new rites, etc:

a) worship education is essential
b) education must reflect and respect a variety of learning styles
c) we recommend video resources and education kits (complete and user friendly)
d) that those with educational skills be employed (i.e. use of contemporary educational methodology)
e) that worship education must include understanding our roots!
f) that worship education of function is as important as form (i.e. why as well as what)
g) worship education needs as much energy as the creation of the resources themselves

"Blended Hymns and Songs – taking the best and booting the rest: Music in Worship." – 14 - Thorneloe

Future Action/Next Steps/Recommendations:

Future questions for discussion:

Resources Required: Logistical issues raised that influence music include: salary for musicians, instruments available, available, size of congregation, rehearsals, hymnbooks, licensing, choirs and the kind of conductors/musical coaches a church has.

Developing a Flexible, User Friendly, Non-Book Anglican Liturgy – 14 - Renforth

Highlights of Discussion:

Future Action/Next Steps/Recommendations:

Need to determine core elements that would keep faith with tradition and enable liturgy that is more flexible and user friendly.

Revising BCP? – 14 - Renforth

Highlights of Discussion:

Future Action/Next Steps/Recommendations

Is now the time to revise the Book of Common Prayer? – 13 – Beausejour

Future Action/ Next Steps / Recommendations:

1. We endorse the principle of revision of the Book of Common Prayer

but advise against its revision in this generation. We recommend the revision of the BAS instead.

2. The new BAS should contain a contemporary language version of the BCP Eucharist.

Anglican Tradition ("the way they do things") – 13 – Beausejour

Future Action/ Next Steps / Recommendations:

Need for translation services for all communication with the North. Before any new liturgy is printed, Inuktituk speakers need to have access to what exists already.

We need to discuss whether or not tradition is a floor or a ceiling.

WE NEED TO HAVE THIS DISCUSSION.

We need to listen - parts of the church are not listening to other parts.

Include people more - people seem less willing to just accept authority and will reject changes or traditions that they do not agree with.

TAKE THE TIME TO GET THINGS RIGHT.

How to engage youth in worship – 12 - Thorneloe

Future Action/Next Steps/Recommendations:

Resources Required: A parish genuinely receptive, committed and passionate about the presence and involvement of youth.

Beyond Text: Configuration and Choreography 12 - Renforth

Highlights of Discussion:

Resources Required:

Metaphors of space, body, language; the church as school for metaphorical thinking – 11 - Thorneloe

Highlights of Discussion: Some of the ways to teach metaphor are through surprise – as in contrasting biblical metaphors (the Lamb is a shepherd), or mixed metaphors; through mystery & wonder. Metaphorical thinking honours questions & uncertainty. Metaphor is not helpful when it is used as in speak rather then in educational or devotional tool. We need to use our symbols boldly; e.g. at funerals use earth, at the Eucharist use layering of imagery. We need to tell our stories as stories that contain an unfolding truth. Metaphors work best when they are understood through juxtaposition, context, intuition experience, rather than explanation. We can only speak about God in metaphorical terms. We have ritual for when words are not enough. We need to stop minimising our metaphors. Metaphors help people make the bridge from their own story to the biblical story. Buildings, space, body: all speak to our operating metaphors.

Future Action/Next Steps/ Recommendations:

Resources Required:

A resource on science & its metaphors to help preachers
An internet connection so we can "chat" and research new metaphors to brighten and freshen older ones.

Resources for Liturgy for Healing and Reconciliation – 11 - Beausejour

Highlights of Discussion:

There are resources, we just have to be made aware of them.

Liturgy produced by the Anglican Church needed on different levels:

- to be used at Sunday Eucharist

- to be used at Healing Circle at Worship separate from Sunday regular service

- institutional and political level, ex. residential school syndrome

Future Action/ Next Steps / Recommendations:

Resources for Liturgy printed

Nancy Bruyere and Aleen Urkhart to write paper on healing circle

Resources Required:

Copies of various liturgies, resources and processes currently being used

Healing teams of people trained and used in the Diocese

Power Issues - (Note: 10 participants – 5 male, 5 female, 3 were First Nations people) - Thorneloe

Highlights of Discussion:

Future Action/Next Steps/Recommendations:

'Scripture and Liturgy' - 10 - Sorrento

Highlights of Discussion

Texts must be allowed to speak for themselves, and must not be editorialised in the liturgy. However, the selection of texts for lectionary readings is an editorial process. Is there an Anglican way of reading Scripture? We are not an application-driven church (like some others). We read ‘big chunks’; it comes before the sermon. BCP = 'Scripture reorganised'. Reform in the church has consisted of the rediscovery of texts

Scripture is test; it is the anchor of our faith; authoritative witness to God's revelation; there is nothing more true to the heights and depths of our humanity.

Some concern that Scripture is not publicly read with conviction and dignity. If we want liturgy to come alive, we must take Scripture more seriously, and honour Scripture by preaching on it.

Important for us to know how to use commentaries.

Many contexts for the reading of Scripture: in individual study, prayer, etc.

Concern that the laity need to learn Scripture, and that the sermon is not the place for education.

Pat ourselves on the back - lots of Scripture read in the Anglican Church;and liturgy based on Scripture.

Concern about Scripture being excluded from our liturgy - e.g. the imprecatory psalms

Not important which lectionary is used, but that it is used.

There could be weekly Bible studies to work together on the lectionary the week before. This helps to put Scripture in context. It was also acknowledged that lay people are reading Scripture during the week (e.g. Forward Day by Day)

Dramatic readings of Scripture can be very powerful

Hymnody and eucharistic prayers should be integrated with the Scripture readings

Could the prayers of the people be more effectively integrated with the readings?

Consultation/Dialogue (8 Hopeful Possibilities)

Sorrento 2. Hopeful possibility: Our hope is to foster dialogue between clergy and the people of parish regarding the liturgy. A) That clergy listen to laity re: 1. what facilitates encounter with God and 2. what detracts; B) That clergy instruct laity re: 1. parts of liturgy, to facilitate openness to worship and 2. music (tied in with Scripture) - singing to God/God to us

Action asked for:

FWM: develop regional events or model for dialogue

Me (us): create a model to facilitate this dialogue. Approach our priest/congregation.

Next single step: Me (us): Do it

Sorrento 6a) Hopeful possibility: A consultative process throughout the church to identify what is needed in addition to BAS (and BCP)

Action asked for:

General Synod: a) to mandate/fund production of consultation process 'kit', and encourage dioceses to use it;

Next single step:

Me (us): return home and speak positively of the process.

Sorrento 4. Hopeful Possibility [related to S3, above]: We offer for others’ use a diocesan program we have developed for dialogue on human sexuality which sets out to honour the same criteria (New Westminster) and our kaleidoscope process (process for positive planned change)

Sorrento 6b) Hopeful possibility: A ('permissive') liturgical service framework (recipe) to enable local churches to reach out liturgically with integrity in the ethos and vernacular of the people surrounding them.

Action asked for:

General Synod: b) to approve for trial use, where authorized by the Ordinary, the proposed liturgical 'directory' (structure)

FWM to study existing 'directories' in Canada and the Anglican Communion and develop one to present for discussion by House of Bishops, CoGS, and propose to General Synod 2001 to approve for trial use where authorized by the Ordinary.

Me (us): b) help do FWM task

Next single step:

GS: FWM resolution

FWM: worship working group study directories and consult re: what to recommend to FWM

Me (us): gather directories and circulate to worship working group.

Renforth 5. Hopeful Possibility: Churches (i.e. parishes) would have the authority to use alternative* liturgies using an approved framework-like Rite III ECUSA that would be more inclusive, flexible and user-friendly.

*Eucharistic and non-Eucharistic

Action Required:

GS: Approval of framework

FWM: Format and testing of framework, distribution

Diocese: Approval

Me (us): Suggestions and feedback

Next single step:

FWM: Formulate proposal/motion

Me (us): Suggested outline – see SOS sheet

Suggested Outline Services (SOS)

Gathering – could include:

Word – could include:

Prayer – could include:

Table (optional)

Mission – could include

Discussion on this area:

- sheets 4 and 5 should be seen in tandem
- in the SOS outline, the place of the peace (as part of the gathering) needs further consideration, in relation to the place of the confession; may be different in non-eucharistic service

‘exchange of peace’ is special ‘shalom’, not a gathering ‘hi’

Revision BAS/BCP (3 Hopeful Possibilities)

Renforth 4. Hopeful Possibility: Resist the temptation of revising at this time either the BCP or the BAS and instead provide mechanisms through which areas of concern in each book could be addressed and liturgies modified and enhanced. Such mechanisms could include the provision of supplementary sets of guidelines for the fullest present day utilisation of both books.

Action Required:

GS: Reaffirm the canonical status of the BCP and authorise the continued use of the BAS in light of this recommendation

FWM: Recommend this action to General Synod

Province: Support this recommendation

Diocese: Support this recommendation

Me (us): Be advocates of this policy

Next single step:

FWM: A strategic plan of action for all of the above

Diocese: Take this plan of action to Diocesan Councils, and where appropriate doctrine and worship committees

Sorrento 8. Hopeful possibility: 1. Maintain integrity of the BCP; 2. As part of new resources, a judicious revision of selected BCP services: Holy Communion, Baptism, Confirmation, and Burial Office. Some elements of this judicious revision: - gender inclusive language with respect to people; - baptism, confirmation and burial set in context of Holy Communion; - two forms produced: Tudor English and Contemporary English; - services for Holy Week in Tudor English. [Consider tools: CD ROM, binder, parish booklets, for revisions in process]

Action asked for:

FWM: consult with people; consult with PBSC; revisions to be done by people who love and use the BCP

Me (us): discuss with liturgical commission of Diocese to see if there is interest and sponsorship of this revision

Next single step:

FWM: be in touch with Prayer Book Society with proposal

Me (us): bring it up at the next meeting; motivate

Beausejour 5.2 Hopeful Possibility: That the BAS be revised

Action Required:

FWM:

  1. The new BAS should contain a contemporary language version of the BCP Eucharist as an option.
  2. We endorse the principle of revision of the BCP, but advise against its revision in this generation. We recommend the revision of the BAS instead. [2 out of 8 expressed reservations about this recommendation, saying that the status of the BCP as the official book of worship does need urgent revision]

"Core/Centre" (2 Hopeful Possibilities + see above Resources – Beausejour 2)

Thorneloe 1. Hopeful Possibility: That the Church’s essential inclusive nature is defined by its centre which is metaphorical and dynamic because it is scriptural and sacramental

Action asked for from:

FWM: That, in whatever new/different liturgical materials developed over the next triennium, comprehensive work be done to articulate the theology of this ‘centre’

Next single step:

Province: $ - conference

Diocese: Toronto D&W: Baptism; Huron D&W: Eucharist; Niagara D&W: Scripture (lectionary); Ontario Worship: Other stuff; Etc.

Renforth 1. Hopeful Possibility: That there will be a statement, regarding an authentic core for liturgical unity, based on the gospel (Scripture) and historic faith, ready for presentation at General Synod.

That this statement become a criterion for future liturgical revision/evaluation in the Anglican Church of Canada

Action requested:

GS: Discussion

FWM: Form a task force to include liturgists and cultural representation as well as bishops

Diocese: Committed to participate in the process

Next single step:

FWM: Inform FWM of requests

Plenary discussion on the above: confused about why it has to be a statement – dialogue is important; statements disenfranchise people; what is statement leading to? what is the goal? a template to sort liturgical material by? a tool (criterion)?

Lectionary (1 Hopeful Possibility)
